Refining adds to ATK on a weapon, one point per level up to +10. The other stats stay as they are.

How to get Permafrost

Permafrost in the forge
Any three Epic weapons make one Legendary weapon of your choice, from any biome whose boss you have beaten. The biome of the item you pick sets the price:

Salvaging Permafrost returns 20 steel, 8 mithril, 7 aether and 2 boss cores; a refined item returns more.

Gems and cards
Like every weapon, Permafrost can hold up to 3 gems in its sockets and one card: an ATK or a CRIT card.
