Where to find Eel
A monster's HP is set by the level it appears on, not by the monster. Eel spawns on 4 levels:

Eel card
The Eel card gives EXP +9% and fits a hat. It drops with a 2% chance per kill, and you only ever need one copy: a card is never lost, and moving it from one item to another in the forge is free. See all cards.
